Diplomatic Link - Kuwait Message

Dear readers, On 25th February 2011, the State of Kuwait celebrated the 50th anniversary of its independence, 20th anniversary of liberation and 5th anniversary of the ascendance of H.H. the Amir to the leadership of the state of Kuwait.

I am very pleased to be in Hong Kong which attracts my attention since the first time I reached it. Kuwaiti officials and citizens who visited Hong Kong express their admiration of such vibrant and cosmopolitan city.

The State of Kuwait gives much attention to the development of different sectors especially the infrastructure and economic sectors. Kuwaiti government has prepared a development plan that includes execution of huge projects in different sectors. Therefore, Kuwait invites foreign investors to participate in different infrastructure projects such as power, communications, information technology and housing projects.

The relation between the State of Kuwait and Hong Kong SAR and Macau SAR has been developing constantly since the opening of The Consulate General of Kuwait in Hong Kong in 1999. Many high level official delegations and a large number of Kuwaiti businessmen and tourists have visited Hong Kong and Macau over the last ten years.

The State of Kuwait has signed with Hong Kong SAR the Civil Aviation Agreement in 2004 and the Letter of Intent for the promotion of trade relations in 2008. Kuwait and Hong Kong have signed last year three important agreements. They are as follows: Avoidance of Double Taxation Agreement, Investment Promotion and Protection Agreement and Economic and Technical Cooperation Agreement.

I hope that the year of the rabbit will witness more improvements in the relations between Kuwait and Hong Kong. And I wish the readers a happy Chinese new year.

科威特駐香港及澳門總領事 艾杜納 獻辭

讀者們：

二零一一年二月二十五日，科威特慶祝其獨立五十周年、解放二十周年和殿下掌政五周年。

本人在香港是非常愉快的，自我首次抵達此地時已被吸引。曾到訪過香港的科威特官員和公民均對這如此活躍和國際化的都會表示讚賞。

科威特非常關注不同領域，特別是基礎建設和經濟方面的發展。科威特政府已準備了一個發展計劃，內容涵蓋不同領域的多項龐大項目。因此，科威特誠邀外國投資者參與不同的基建工程，例如能源、通訊、資訊科技和房屋項目等。

自一九九九年在香港設立科威特總領事館後，科威特與香港特別行政區和澳門特別行政區的關係持續地發展。在過去的十多年來，有很多科威特高級別的官方代表團、為數甚多的商人和遊客曾到訪香港和澳門。

科威特與香港於二零零四年簽署了《民航協議》和二零零八年簽署了《促進貿易關係意向書》。科威特與香港去年共簽署了以下三項重要協議：《避免雙重課稅協議》、《促進和保護投資協議》和《經濟及技術合作協議》等。
